McLeod Lake Indian Band General Delivery, McLeod Lake, BC V0J-2G0 Natural Resource Centre (250)750-6860 Fax (250) 750-4640 RE: McLeod Lake East Treaty 8 wood Dear Applicant, Due to the spruce bark beetle epidemic in the traditional territory, McLeod Lake Indian Band [MLIB] is tendering the opportunity to harvest certain timber stands from within our Treaty 8 lands, commonly referred to as McLeod Lake East (I.R.#5). The blocks are located along the east side of McLeod Lake, with Highway 97 generally being its western boundary. Please find enclosed in this package estimated volumes and a recent land-sat photo showing the location of the blocks available for harvest. The total net area to be harvested is estimated to be 1657.01 ha. The aggregate total net block volume is estimated to be 471,787 m3 based on forest inventory analysis and results from previously logged blocks in the area. For the purposes of submitting a bid, each applicant is responsible to determine the quantity and quality of timber available on any given block. To assist an applicant in completing their bid, we have also provided comparative cruise summary pages from adjacent harvest areas. For the proposes of this tender, MLIB has divided the total harvest area (1657.01 ha) into three separate harvest units. The estimated area and volume available for each block is as follows. Block 1 - 855.96 hectares, 243,501 m3 Block 2 - 383.36 hectares, 109,253 m3 Block 3 - 417.69 hectares, 119,033 m3 An applicant is not required to bid on all blocks. MLIB will evaluate bids received on an individual block basis. MLIB requires the successful applicant(s) to complete their harvesting activities by no later than March 31, 2019 and hauling of all decked timber at roadside must be completed by July 1, 2019. The successful applicant(s) will be required to complete all road/block layout, road reconstruction/brushing of existing roads, develop any new block roads, harvest, load, haul, and semi deactivate in-block roads. The applicant will also supply and install, at their cost, all culverts, and bridges over fish streams. The applicant will also be responsible to apply for and obtain, road use permits for all roads required outside the McLeod Lake East Treaty 8 boundary. Road side piling is also required. MLIB will be responsible subsequent silviculture obligations. Other conditions of this tender which will be part of, but not limited to, the final contract are: •Care for the environment will be of high priority and must be observed. •A performance bond is to be posted by the successful applicant(s) in the amount of Fifty thousand dollars, ($50,000.00). This bond will be held by MLIB until all conditions of the tender/contract are met. •The applicant is expected to utilize all log grades including pulp/bioenergy wood. •RMZ's, Machine free zones, etc. will adhere to McLeod Lake's Forest Practices Code. •Deciduous trees species are reserved from harvesting unless required to do so to comply with WorkSafeBC Regulations. •Contiguous areas of advanced regeneration greater than 1 ha in size must be identified prior to harvest and are to be reserved as wildlife tree patches. •Every processing facility receiving log deliveries from the area must sample scale in accordance with the BC Scaling Manual. •The successful applicant(s) scale plan must be approved by MLIB. •For payment purposes, all logs save and except for reject and deciduous volumes delivered to a primary manufacturing facility are deemed to meet the applicant's quality specifications. The weight to volume conversion ratio (m3/tonne) for a given sample load will be determined by taking the gross volume (less reject grade and deciduous volume) then divided it by the net weight of the sample load. •If the % saw logs delivered into a pulp stratum exceeds 2.5%, then the applicant will be pay MLIB saw log rates for that portion that exceeds 2.5% at the sawlog rate specified in the applicant(s) proposal. •Copies of all sample loads will be provided to MLIB within 24 hours of scaling. Sample loads will be held for inspection by MLIB for an additional 48 hours if requested. •MLIB will be responsible for obtaining the Natural gas pipeline permits allowing logging within 30 meters of the pipeline R/W edge. •An applicant's proposal must specify on a $/m3 basis what it will pay MLIB "on the stump" for all log grades (save and except for reject and deciduous) delivered to a primary break down facility. An applicant must also utilize all pulpwood from the block area. Pulpwood pricing can be quoted on a $/m3 or $/metric tonne basis. Please note MLIB reserves the right to accept or reject any or all proposals received.
